Planning Group Manager - Raleigh, NC

Our Raleigh/Cary, NC office is seeking a Planning Group Manager. The position will support efforts in North Carolina for NCDOT, municipal, and private clients across NC. This position will develop transportation plans, perform urban planning, transit, multi-modal, and NEPA (Environmental Services). Deliverables include long-range plans including master plans, small area plans, neighborhood plans, pedestrian plans, comprehensive plans, transportation plans, parks & greenway plans, consolidated plans, corridor plans, Environmental Impact Studies (EIS), Environmental Assessments (EAs), Categorical Exclusions (CE), MCDC, etc.

The ideal candidate will be able to work both independently and lead a team of experienced planners and mentor junior staff. The position requires a collaborator and leader to expand/grow the local office while utilizing resources throughout the company to deliver projects as the local team is expanded to meet client needs, a solid and proven background in delivering transportation planning/urban planning/transit/NEPA projects, and experience with the development of environmental projects, multimodal transportation projects, transit, future mobility, and urban integration is preferred.

What We Are Looking For:
  • Bachelor's Degree in Transportation Planning, Urban/City Planning, Regional Planning or related Planning degree from an accredited university/program.

  • Minimum of fifteen (15) years of experience with plan development and project experience.

  • American Institute of Certified Planners (AICP) certification is required.

  • Technically proficient in utilizing ERSI for the development and management of all aspects of GIS including mapping, verification of data accuracy, and maintenance of database information.

  • Understanding of NCDOT and FHWA policies and procedures.

  • Knowledge and experience with Metropolitan Planning Organizations (MPOs), Rural Planning Organizations (RPOs), Comprehensive Transportations Plans, Statewide Plans, Comprehensive Plans, and other long-range planning activities in North Carolina.

  • Understand the process and framework of planning efforts and partnerships with North Carolina stakeholders is required.

  • Oversight of the development of NEPA/SEPA compliance documents (emphasis on NCDOT projects).

  • Understanding natural resource conservation efforts and how they relate to Section 404/401 permitting, riparian buffer rules, construction moratoria, and Coastal Area Management Act consistency determinations.

  • Familiarity with Project Atlas and the ability to use it for projects is desirable.

  • Ability to work and collaborate in a team environment on challenging projects. Ability to communicate effectively, both orally and in written form.

  • Develop task deliverables in a complete and reviewable manner.

  • Possess significant computer skills as they relate to geographic information systems, general office functions, and common office equipment and programs.

  • Position includes the development and growth of the planning group, project manager and/or development of the scope, fees, schedules, managing projects, maintaining budgets and client relations.

  • A valid driver's license and some travel will be required.
