About the Department
The 900+ positions of the Facilities Division service the students and staff of the university's teaching, research/administrative space, and 2,240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost-effective services to the university, ensure completed projects and maintenance that conform to codes and regulations, and minimize university liabilities and disruptions caused by the university's maintenance, repair and building, and equipment modifications.

Campus Planning and Strategic Investment (CP) optimize the design and use of campus land, buildings, and infrastructure to support the university's mission. Through collaborative planning and data-driven analysis, CP ensures financial and environmental stewardship while planning for the university's current and future needs. The unit is responsible for developing and implementing the university's physical master plan, site design, space planning, infrastructure planning, and other planning efforts that guide the development of the physical campus. The unit leads the capital planning effort including the biennial Capital Budget Request for appropriated projects guided by the university's strategic plan, projected enrollment growth, and academic space growth projections. CP coordinates the implementation of the capital improvement plan in the context of the University's approved physical master plan and is responsible for the campus design, architectural design quality, space planning, analysis, and management.

CP is responsible for Facilities Information System Management. This includes the development and maintenance of databases to track physical campus data used for decision-making, reporting, and benchmarking. It includes space, building condition, building floor plans and maps, architectural and engineering as-built records, survey accurate mapping, utility data, geographic information system development and maintenance, and coordination of access to this information.
Essential Job Duties
The primary purpose of this position is to provide Campus Planning with expertise in planning for long-range campus development projects, campus strategic initiatives, and space analysis and management. The position works closely with other Facilities Division units and other stakeholders across campus. This position may manage outside designers, may produce in-house studies, and provide space data analysis for decision-making.

  • Working knowledge of general architecture and/or engineering practices and techniques.
  • Experience with developing planning and design strategies for a wide range of building types.
  • Demonstrated knowledge of various university planning efforts such as master planning and/or campus project development (new buildings and renovations), project space programming, etc.
  • Experience with capital project budgeting and cost estimating.
  • Knowledge of building codes/standards in the state government/university settings.
  • Experience with evaluating, developing, and managing organizational processes, procedures, and/or guidelines for planning and campus development.

This position's primary purpose is to translate the university's strategic plan into the required campus facilities to meet the plan's goals and objectives. Work requires a high degree of complexity and requires functioning as the technical or subject matter expert. The position provides design solutions for a broad range of architectural, interior, and engineering planning issues essential to meet the university's physical development needs.

The position is responsible for analyzing, documenting, and developing planning projects, policies and procedures, and informal project designs to address the university's physical campus needs. Typical duties include: developing facilities planning and design strategies for building architecture and interior spaces; developing space programs and space analysis, leading architectural and space studies including coordination with building (MEP) and lab systems analysis; identifying and developing project alternative design options; and recommending planning and design solutions guided by the Physical Master Plan.

This position assists in providing recommendations on implementing the Physical Master Plan focused on architecture, interior, and land use design. This is accomplished through the development of schematic designs, feasibility studies, and development plans considering the various facility components of the campus. Projects may also include assisting with the planning and design of infrastructure, mobility support systems, ADA accessibility, and other general facilities planning and development support functions.

Work requires considerable contact with campus leadership as well as with architects, engineers, and other related industry professionals. This requires the ability to lead and assemble the appropriate stakeholders to make the highest and best decisions for the university. This position represents the university as an expert.

This position requires the ability to: anticipate issues and formulate options to resolve them; influence design solutions from programmatic requirements; manage multiple projects; prioritize projects; use goals to guide actions and create detailed action plans; schedule people and tasks to achieve goals with minimal oversight; and facilitate a proactive, inclusive, collaborative, and transparent process for planning and developing campus.

This position may be responsible for consultation, evaluation, planning, design, design review, and approval of campus development plans, buildings, utility systems, site plans, mapping, and infrastructure. The position may provide project management oversight and may include supervision of lower-level staff, overseeing major campus planning efforts, and managing the implementation of projects/plans according to building codes and zoning regulations, which may include approval authority.

Work assignments may involve unique factors and be lacking in precedence on which to base decisions and may be technically complex as evidenced by a high number of variables and interrelated considerations. Work is often performed independently requiring professional knowledge of complex and/or detailed technical procedures. Work may require considerable public contact to explain planning or design projects, analysis of data, and standards. This may require appearances before campus administration, college administrations, regulatory bodies, and building committees to provide consultation and design or technical assistance, and may require negotiation to determine the feasibility of project implementation. Work may require professional licensure or other certifications. Work performed includes exercising judgment and decision-making that directly impacts life, health, safety, and/or the environment.

The campus planner will successfully lead high level meetings and the Campus Development Committee (CDC) process, with strong interpersonal skills and the ability to connect and interact with a variety of stakeholders and campus leadership.
