About the Opportunity
The Associate Vice President for P12 Strategy and Policy plays a key leadership role in the Division of Strategy & Policy. The Associate Vice President is the primary System Office liaison to educator preparation programs across the System and is responsible for leading Board of Governors and System Office efforts to improve teacher preparation within UNC System institutions. Specific responsibilities include:

Accelerating Improvement in Teacher Preparation

  • Lead the System Office's efforts to strengthen educator preparation programs (EPPs) across the 15 UNC institutions that prepare P12 educators
  • Oversee continuous improvement in teacher preparation in early literacy
  • Monitor progress toward measurable goals by individual programs and the UNC System as a whole
  • Assist campuses in search and recruitment efforts for faculty, staff, and leadership positions
  • Identify and pursue partnerships, state and philanthropic resources, and other supports needed to advance EPPs' continuous improvement efforts
  • Initiate and oversee research on key questions related to teacher preparation, including assessment of effects of System- and institution-led improvement efforts on teacher knowledge, placement, and effectiveness
  • Actively seek out and disseminate information about implementation, successes and lessons learned

Providing oversight and administrative leadership for P12 programs

  • Oversee and manage staff responsible for administration of: North Carolina Teaching Fellows, Principal Fellows, Future Teachers of North Carolina, and Laboratory Schools programs.
  • Provide administrative oversight on program budgets, spending, and annual planning
  • Support fulfilment of reporting and governance requirements for P12 programs, including regular meetings of the Board of Governors Subcommittee on Laboratory Schools, annual legislative reports on Lab Schools, Teaching Fellows, Principal Fellows, Future Teachers of North Carolina, and the consolidated annual report on educator preparation.

Serving as the P12 Policy Liaison to Internal and External Stakeholders

  • Serve as the primary internal subject matter expert and policy advisor on P12 education issues to senior University leaders
  • Serve as the University System's primary external liaison with stakeholders and practitioners in P12 education such as the State Board of Education, Governor's Office, Legislature, and Department of Public Instruction
  • Contribute to other projects, as needed, related to educator recruitment and development, and the UNC System's mission to ensure that all of North Carolina's P12 students have access to high-quality educators

This position may be eligible for a hybrid or remote work arrangement, consistent with System Office policy. UNC System employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station. This position is eligible for the System Office's performance-based bonus award program, which is offered annually contingent upon budgetary resources pursuant to UNC System's non-base salary compensation policy for EHRA employees.

About the UNC System Office
The UNC System Office includes the offices of the President and other senior administrators of the multi-campus University of North Carolina System. The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press.

About the Team
The Strategy and Policy division is charged with enhancing and furthering the UNC System's strategic goals. The division partners with the President and chancellors on System-wide strategic initiatives, is responsible for the institutional performance measurement framework, and serves as a higher-education policy expert to the President, the Board of Governors, and the NC General Assembly. The division also tracks and assesses state and national trends in higher education, and their likely impact on the UNC System, and proactively identifies new initiatives to support System strategies. The division also provides oversight of the University and P12 Partnerships unit as well as the GEAR UP Program.

Minimum Education, Experience, and Skills
Master's degree in education, public policy, or related discipline; Doctoral degree preferred. Five or more years of achievement and proven leadership in public education and/or higher education.

Preferred Education, Experience, and Skills
Experience in K12 schools and/or school districts preferred.
